Who can apply

Open to most nationalities

  • Your domiciliary of origin must be outside the EU/EEA, Switzerland and the UK, so African applicants are eligible. Russian and Belarusian nationals are not.
  • You must hold a conditional or final offer from an eligible Irish institution for an NFQ level 9 or 10 course (master's, postgraduate diploma or PhD) when applying.
  • Former GOI-IES scholarship holders cannot apply.
  • Selection looks at academic achievement, communication skills, extracurricular activity and a strong reason for studying in Ireland.

Deadline

Annual call. 2026 round: 5pm Irish time, 12 March 2026, with results in early June. No 2027 dates were on the HEA page when checked, so expect a similar early-year call and watch hea.ie.

Deadlines move a little every year and some close early. Confirm the date on the official page before you plan around it.

Documents you will need

  • Proof of admission (conditional or final offer) to an eligible Irish institution.
  • Two references uploaded through the online portal.
  • The application form completed on the portal.

How to apply, step by step

  1. Step 1: Get an offer first

Apply to an eligible Irish institution and secure a conditional or final offer for a master's, postgraduate diploma or PhD.
  2. Step 2: Read the call document

When the call opens, read the call document and FAQs on hea.ie.
  3. Step 3: Submit on the portal

Apply online (one application per person), upload proof of admission and two references.
  4. Step 4: Institution shortlisting

Institutions check eligibility and shortlist, and an independent panel assesses shortlisted applications.

Tips for a stronger application

  • Apply for admission early, as you need an offer before you can apply and offers can take weeks.
  • The award is not a full living grant. Plan your budget for Irish living costs beyond EUR 10,000.
  • Allow time for two strong references. Submit well before the deadline because of server traffic.

Student visa guides

Winning the award does not include the visa. Plan your application with our guide for the host country.
